He has a combined 32 years’ service on boards for property owners, local public schools, and a state association. Rick led and supported his own school board since 2003 in exploring, developing, implementing and refining its use of the policy governance model. That effort was recognized with unprecedented consecutive “board of the year” awards by colleagues and empowered the district to achieve excellence in comparison with similar organizations in the state and nation.

A graduate of the US Military Academy at West Point, Rick holds a doctorate in education from the University of Southern California, a Master of Arts in human resources management, another master’s in behavioral science, and a bachelor of science in applied sciences and engineering.
He served for twenty years in the Army as an engineer officer, then taught math and science and served as an educational administrator at state and local levels. He currently lectures in human resources management at the University of Washington, Tacoma, and trains school boards for the Washington State School Directors’ Association.
